A policy and procedure manual may also contribute to the development of an efficient and effective process.  It is a carefully prepared, detailed statement of organization, duties of the various personnel, and procedures and data systems (including illustrative form used, fully explained).  A manual is essential for a well-conceived training program, internal transfers, and communication about the process with non-supply colleagues.  The requirements of the Sarbanes-Oxley Act add greater importance to internal controls, standardized processes, and consistent use.
